The Architectural Review Committee consists of a chairperson, volunteer committee members and Kocal Management Group, Inc. Under the provisions established in the individual Unit's CC&R's, each homeowner is required to submit plans for Architectural Review (AR) prior to the start of any exteriror construction or exterior changes that may include, but are not limited to, landscaping, pool installation, roof replacement, exteriror house painting, etc. Each AR request must be submitted to Kocal Management Group, Inc. with completed forms, plans and samples as indicated along with the AR administrative processing fee (see table below).   Exterior changes may require permits and/or approval from the City of Folsom, which must be completed prior to AR submission to Kocal. The Architectural Review Committee is responsible for reviewing all construction and any exterior changes for design compatibility and harmony to any home in American River Canyon North prior to commencement of construction. Our CC&R's require that all new construction, additions to existing homes, exterior finishes, paint color selections, site, elevation, landscape, fence, sheds, tree removal and roof new or replacements are submitted for architectural review. These CC&R's were created to protect the integrity of American River Canyon North. As of January 1, 2008 the process for submission of any AR change is being managed by Kocal Management Group, Inc. Kocal will accept all AR submissions, track all requests, communicate with residents, follow up on all submissions, notify residents in writing of AR approvals or requirements for change to obtain AR approval and monitor all AR Violations. An administration fee for this service for each AR submission is in effect beginning January 1, 2008. The ARCN AR Committee will review all plans within the specified timeframes and notify Kocal of approval or changes to achieve approval.

Please keep in mind that the homeowner and/or the builder is responsible for compliance with the CC&R’s applicable to their property. Any exterior changes or new construction not approved by the Architecture Review Committee could result in a CC&R violation with additional costs to the homeowner.

New Home Construction/Additions/Pool/Other:

• 2 Complete sets of plans including
  • AR Form with all sections completed including all contact information
  • Material Samples i.e. paint chips, roof tiles, awning materials, photos, manufacturer brochures, etc. 
  • Plot Plan (to scale) showing setbacks, easements, driveways, existing trees, grades, outbuildings and proposed pools (if applicable).
  • Detailed Floor Plans (with square footage for each floor)
  • All (4) four building elevations
  • Finish Landscape Plan Ð Must Show finish grades, fencing and proposed trees/vegetation. RV pads/approaches and Outbuildings (if applicable) must be shown.
  • Copy(s) of City of Folsom permits
    
• Architectural Administration Fees

The following administration fees are required with any AR submission

• Exterior painting, roof replacement, decking/fencing, driveways, landscaping, sheds, etc		$ 50.00
  Home additions, major exterior renovations (re-stucco, rock or brick additions), new pools, etc.		$ 300.00
  New home construction		$ 750.00
  General maintenance - no changes to existing property		No charge
  Delinquent fee for non-compliance per month/accumulative		$ 100.00

  
  
• After Submittal
  • Kocal will register your request and notify the AR Committee of the pending AR submission. The AR Committee review for approval or request changes with the specified timeframe as noted in your CC&R's (14 - 30 days).
  • Kocal will notify in writing the findings of the AR Committee.

Existing Exterior Home Roof/Resurface/Paint/Fence/Sheds/Landscape/Other Changes:

• 2 Complete sets of
  • AR Form with all sections completed including all contact information
  • Plot Plan (to scale) showing setbacks, easements, driveways, existing trees, grades, outbuildings and proposed pools (if applicable)
  • All (4) four building elevations
  • Finish Landscape Plan Ð Must Show finish grades, fencing and proposed trees/vegetation. RV pads/approaches and Outbuildings (if applicable) must be shown.
  • Copy(s) of City of Folsom permits

If you are planning on changing the color on your home, replacing your roof, adding a pool or addition, replacing fencing, redoing front or rear landscaping, etc. you must receive AR approval for these changes prior commencement of work. Please refer to New Home Construction for the list of applicable information required for submission. Maintenance issues may not require AR submission or fee.
